Gary and Paul will be tackling the issue of Managing Risk in a Very Risky Environment.
PDUs: 1.5 The very exciting advancement of technology in the 60s through the 70s, and into the 80s, has slowed dramatically. Has it slowed because there are no new technological advances? Or are we just making the consequences of failure too severe? Gary Humphreys and Paul Martin are convinced that there is yet much to be done, in all industries, to advance the state of the art of technology, but people will need to be fully equipped with the right tools for recognizing and managing risk, if they are to preserve their careers through the risky application of technology. This is where Earned Value (EV) comes in. It provides a clear window into immediate program performance, and it provides a view to what it will take to finish the complex program. Most importantly, however, it provides program managers and their bosses (military, industry, congress) the visibility they need early on into potential problems and their impact. So EV is about managing risk, and enabling risk to be taken without ending careers.

CEO of Humphreys & Associates, Inc.Gary C. Humphreys is Chief Executive Officer of Humphreys & Associates, Inc. As a consultant, Mr. Humphreys has provided technical support in all phases of project management to over 500 clients in North and South America, Australia and Europe. He is a graduate of the University of California at Berkeley, with a Masters degree in Business Administration from the University of Southern California. He has served as chairman of the National Defense Industrial Association (NDIA) Management Systems Subcommittee, and as president and chairman of the board of the Performance Management Association, which has now become the Project Management Institutes College of Performance Management (CPM). In 1998, as a contributing member of the Integrated Program Management Initiative Joint Team, he received the United States Department of Defenses highest acquisition award, the David Packard Excellence in Acquisition Award. Mr. Humphreys has been a keynote speaker on a variety of performance measurement related subjects at the Defense Systems Management College, the Air Force Institute of Technology, the American Association of Cost Engineers, PROJEKFORUM in Sweden, and numerous PMI and CPM National and International Chapter meetings.
Paul W. Martin
President, Humphreys & Associates, Inc.Paul Martin was appointed as President of Humphreys & Associates in March of 2008. Paul came to H&A from Tactronics Corporation, where he served as Chief Executive Officer. At Tactronics, Paul was responsible for all aspects of the corporate operations, and specifically was responsible for phenomenal, profitable growth during his time at the company. Prior to serving at Tactronics, Paul was Senior Vice President of Government and Advanced Development Programs for Sikorsky Aircraft, where he was responsible for all ongoing military production and advanced development programs at Sikorsky. These programs included the S/H-92, VH-92, BLACK HAWK, Naval Hawk, CH-53, Presidential Marine One VH-3D/VH-60N, and several classified programs.
Prior to joining Sikorsky, Paul was Executive Vice President of Lockheed Martins famous classified program hothouse, the Skunk Works, where he was responsible for all aspects of the financial and program operations of that company. The Skunk Works programs included the F-117A, U-2S/TR-1, Joint Strike Fighter (X-35) prototype aircraft, F-22, Big Safari/Special Operations Forces C-130 aircraft, the X-33/VentureStar Reusable Launch Vehicle, and a number of other classified advanced programs and concepts.
Before joining Lockheed, Paul served in civil service with the U.S. Air Force, directing or participating in the experimental flight testing of several fighter, transport and rotary-wing aircraft. He also spent two years working for the policy and implementation branches of the government at FAA headquarters in Washington, D.C., where he was responsible for developing airworthiness standards for the Concord Super Sonic Transport and the powered-lift STOL aircraft.
Martin is active in SAE, AIAA, EAA and AHS, and is a charter member and past Director of the Society of Flight Test Engineers. He is a member of the Deans Advisory Councils for the Schools of Engineering of California Polytechnic State University at San Luis Obispo, and the University of Connecticut. He is past President and Chairman of the Board for the American Helicopter Society, and of the Rotorcraft Industry Technology Association, Inc. (RITA). Paul has also been a member of the NASA Rotorcraft Subcommittee.
Martin received a Bachelor of Science in Aeronautical Engineering from California State Polytechnic University (Cal Poly), San Luis Obispo, and a Master of Engineering degree from the University of California, Los Angeles. He is a graduate of the Industrial College of the Armed Forces, and the U.S. Air Force Test Pilot School, Flight Test Engineers Curriculum. In 2004, Paul was honored as one of eight outstanding alumni at the annual Honored Alumni Awards Banquet at Cal Poly.
